OBREMO Clear Cache

In the previous version for RT module, there was CLCS screen for clearing the workflow cache.
However there seems to be no option for the front end / parameterization team to clear the cache.
Please clarify w.r.t clearing cache for OBREMO.
There is no specific information on clearing cache for maintenance related changes :
For example: function code preferences, function codedefinition, settlement definition.
Currently, we do use the clearcache api for clearing the cache.
However, please clarify on below points:
1) Please let us know how the front end user can clear the cache ?
2) in what cases the user needs to clear the cache
3) in what cases cache needs to be cleared only by server restart
Please note point no 3 has to be for rare occasion.
Please share the list of endpoints available for clearCache api.
