Symptoms
ACTUAL BEHAVIOR
---------------
Test Environment is able to put SWIFT Transaction on hold in case of Insufficient Funds (which is expected) but Production doesn't have same behavior.
EXPECTED BEHAVIOR

Test & Production Environment both must be able to put SWIFT Transaction on hold in case of Insufficient Funds.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to FCDB Corporate Application
2. Go to "Payments"
3. Select "International Account Transfer"
4. Initiate a Transaction
5. Transaction remains "Under Process" n FCDB while at Host it has been "Rejected" due to "Insufficient Balance"

1. Customer is facing issue due to direct transaction rejection by Core Banking in case of Insufficient Funds.
