Error - 'The system cannot process the request currently...' While Creating Rule for Corporate User Using 'Manage Rules' Transaction. (Doc ID 2762531.1)

Symptoms

When admin is attempting to create rule for corporate user through 'Manage Rules' transaction,
sometimes the following error occurs.

ERROR ON SCREEN

The system cannot process the request currently, Please try accessing the system later.

ERROR IN LOGS
-----------------------
Caused by: java.lang.NullPointerException
at com.iflex.fcat.xjava.jdbc.JDBCEngine.setArguments(JDBCEngine.java:1265)
at com.iflex.fcat.xjava.jdbc.JDBCEngine.executeQuery(JDBCEngine.java:1055)
at com.iflex.fcat.xjava.jdbc.JDBCEngine.executeQuery(JDBCEngine.java:943)
at com.iflex.fcat.services.apps.endpoints.MandateSetupService.getAuthEngine(MandateSetupService.java:1787)
at com.iflex.fcat.services.apps.endpoints.MandateSetupService.prepareManadateRule(MandateSetupService.java:552)

 

STEPS
-----------------------
The issue is intermittent in nature and may not get reproduced every time.
1. Login to FCDB admin application.
2. Navigate to Customer Management --> Mandates -- >Manage Rules
3. Enter customer id -> Create.
