User Cannot Skip Non Mandatory First Login Step of Setting Up Security Questions (Doc ID 2766687.1)

Symptoms

ACTUAL BEHAVIOR
---------------
During first time login retail user unable to skip security questions after click of skip button.
Even though security questions is made non mandatory in system rules.


EXPECTED BEHAVIOR
-----------------------
Retail user should be able to skip security questions during first time login when it is marked non mandatory in admin system rules configuration.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
a)Login to OBDX application as admin user.
b)Navigate to System Administrator Dashboard > Configuration > System Rules
c)Choose enterprise role as Retail user.
d)Enable first time login steps.
e)Select the check box for accept terms and conditions.
f)Select the check box for setup security questions.
g)Disable the mandatory field for setup security questions.
h)Click on submit.
i)Click on confirm.
j)Now login to OBDX retail user.
k)First time when user logins into the application he will get security question setup screen.
l) Skip button not working, observed that when clicked on setup now and click on skip button then user able to skip security questions.
