ACTUAL BEHAVIOR
---------------
Application is allowing to raise the service request for the same product multiple times.

EXPECTED BEHAVIOR
-----------------------
Application shouldn't allow to raise the service request for the same product multiple times until the previous one is accepted or rejected or expired before sending the same request.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as Retail User
2. Initiate the service request for the same Product
