ACTUAL BEHAVIOR

FCC CL API | Manually inputted "user reference number" is not getting populated in response xml


EXPECTED BEHAVIOR
-----------------------
System should able to populate user reference number as sent by user in request xml

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Take attached request
2. change user ref number manually
3. submit request
