ELCM - System not allowing the bring down the Limit on Facility

The user is trying to bring down the limit amount on the facility.
Even though the facility has an unutilized amount, the system is not allowed to bring down the limit.
While validating the new limit amount, it appears like the system is comparing the new limit amount against utilization but the utilization amount is much higher than the limit amount.

STEPS

The issue can be reproduced at will with the following steps:
1. Create a Facility in the GEDFACLT screen
2. Attach the Facility to a contract.
3. Unlock the Facility and Reduce the Limit Amount to 8000GBP
4. Try to save
