On : 3.4 version, Production Support-SET
When attempting to close the foreign letter of credit contract
the following error occurs.

LC-UPL0021 : Duplicate linkages xxxxx
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select a foreign letter of credit contract to be closed.
2. Ensure retail deposit lien exists for this contract
3. Ensure mismatch in the event sequence and version numbers for lien records.
4. Try to close the contract.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users will not be able to close the contract and settle the customer account as well as release the deposit lien.
