Reversal of Inter city MM deposit not validating account balance.

EXPECTED BEHAVIOR:

Reversal of Inter city MM deposit should validate account balance.

STEPS:

The issue can be reproduced at will with the following steps:
1. When an inter city MM deposit is reversed.
2. System is not validating the account balance and the account is going into negative balance.
3. The Available Bal Check Required flag is enabled for the account class and all related transaction codes.
