Admin Authorizer Is Unable To See The Reason Provided During Locking The User (Doc ID 2774822.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Admin authorizer is unable to view the reason provided by the maker to locking the user

EXPECTED BEHAVIOR
-----------------------
The comments/reason provided by the maker should be visible to the authorizer.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Admin maker.
2. Click on User Management.
3. Select User Type, username, and click on search.
4. Edit the lock status and input the reason to lock the user.
5. Click on submit and confirm.
6. Login to Checker.
7. Click on "Admin Pending for approval".
8. Click on the User Status transaction to approve.
