Symptoms

ACTUAL BEHAVIOR

Search button and Menu Toggle button is not available on the Dashboard Screen for newly onboarded User's first login.

EXPECTED BEHAVIOR
-----------------------
Search button and Menu Toggle button should always be available on the Dashboard screen for navigation.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Onboard a new user from the User Management screen.
2. Login with this newly created user.
3. Skip the Terms and Condition page and Security Questions page and go on to the Dashboard screen for the first time for this user.
4. Notice that the Search button and the Menu Toggle button for navigation is not available on this user's first login.
