Backdating Warning Message Not Appearing When Backdating Certain Transactions (Doc ID 2777078.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When posting transactions through the customer service maintenance tab and choosing an effective date in the past the Backdating warning message is not being displayed.

EXPECTED BEHAVIOR
-----------------------
System should show warning message when transaction is posted as backdated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Customer service screen
2. Select an active account
3. Post a Waive Late charge with transaction date as backdated
4. verify system should show warning message

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
This process was working fine in OFSLL 14.4 version, but not working when upgraded to 14.8 version
