Cyrillic Characters Are Displayed As Junk For Downloaded CSV Files. (Doc ID 2777289.1)

Symptoms

Downloaded CSV files shows Cyrillic characters as junk. (Both Data as well as labels)

ERROR

Junk Characters are displayed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBDX with retail user.
2. Navigate to "Accounts->View statement"
3. Apply filter to view statement.
4. Click on "Download" button. (Select .csv option)
5. Login to OBDX with Admin user.
6. Navigate to "My Reports"
7. Download any reports in .csv format.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, user is not able to see Cyrillic characters correctly for downloaded .csv files.
