System is throwing error while New LC contract creation from OBTFPM.

ST-SAVE-054 - Failed to Save
STEPS

The issue can be reproduced at will with the following steps:
1. Send a request from OBTFPM at scrutiny stage for new LC contract creation
2. Verify the response got from OBTF.
