Overlapping Information Issue on Payee List Screen and Payee Creation Fails When Nickname Is Greater than 80 Characters (Doc ID 2781065.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When Nickname and Payee Name are long below issue happens
1. The information gets overlapped on Payee List screen, the Payee Name and Type of account information are overlapped for Retail users.
2. The information is stretched out of the canvas for the Corporate user.
3. When adding Payee if Nickname is greater than 80 characters the payee creation fails giving error "Invalid field length"

EXPECTED BEHAVIOR
-----------------------
1. The information should not be overlapped for retail users even if long Payee Name is present.
2. The information shouldn't be stretched out of the canvas for long Payee Name or Nickname or both.
3. There should be validator and tooltip present for Payee Name and Nickname with min 1 and max 70 characters

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Prerequisite for UI issues:
Payee Name and Nickname should be long (eg: length should be greater than 70 characters)

1. Login via retail user. Navigate to Payments > Payments and Transfers > Manage Payee
2. Expand the details for long payee name it gets overlapped with the type of payee information.
3. Login via corporate user. Navigate to Payments > Payments and Transfers > Manage Payee
4. Search for the payee with long name. View the table renderer in which the information is displayed it is stretched.
5. While creating New Payee if Nickname is greater than 80 characters the payee creation fails.
