Auto settle block is not getting released for penalty component because of this having Receivable amount in saving account with sufficient funds.

EXPECTED BEHAVIOR
-----------------------
Auto Settle block should be released for penalty component and the balance should be corrected.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot get the exact account balance.
