Symptoms
On : 11.80.0.0 version, Production Support-CET
When attempting to to close the limit line
the following error occurs.
ERROR

GEDMLIAB-03 - Record cannot be closed one or more contracts are active
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select a limit line to closed
2. Ensure one of the limit line is still marked as utilized.
3. Try to close the limit line.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot close the limit line and sync the total assets and liabilities
