Symptoms

ACTUAL BEHAVIOR
---------------
In Payee Restrictions screen, "Account payee" option is getting displayed twice under "Domestic payment" section which is not user friendly

and the admin user cannot distinguish for which payment method the restriction applies.

EXPECTED BEHAVIOR
-----------------------
In Payee Restrictions screens,"Account Payee" option should get displayed only once.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. login with valid admin user details
2. navigate to Payments>Payee Restrictions
3. select any User Type listed
4. check under the Domestic Payment Section
