LG Contract Amendment does not update utilization at Facility level

EXPECTED BEHAVIOR

LG Contract Amendment should update utilization at Facility level

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to GESFACLT and query linkage reference and confirm amount utilized.
2. Navigate to LCDGUAMD and press new. Enter contract reference no. Change contract amount
3. Go to Parties and validate applicant, Complete settlement section with account number in required components.
4. Press save and authorized
5. Navigate to GESFACLT AND CONFIRM if increase in amount has been accounted for.
