SCT Pain 001 Does Not Enter To Network Cut Off Queue (Doc ID 2785361.1)

Goal

On : 14.3.0.8.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
SCT (SEPA Credit Transfer) Payments that are uploaded through pain 001 are not going to Network Cut off Queue.

EXPECTED BEHAVIOR
-----------------------
SCT pain 001 should enter to Network Cut Off Queue based on the maintenance

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Maintain the network cut off time for SCT network in the screen PMDNWMNT
2. Upload the pain 001 file in the path
3. Recall the pain file in the screen of File Envelope Upload (PMDFLEVP)
4. Check the process of the payment in the SMSBATBR screen. SCT payment is processed successfully. Payment is not entered to Network Cut off Queue.
