KYC-ECM batch is completed but no cases were generated.

Steps Followed:

1. Ran KYC assessment batch, Assessment generated successfully.
2. For the same misdate, Client has ran KYC-ECM batch.

Expected: KYC cases should have generated for assessments with N_RA_STATUS_KEY 13
