On : 14.5.0.0.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
After applying HOTFIX1 Innovation Patchset 14.5.0.0.0, For OBVAM and OBLM 14.5 -
1. Unable to create new Users from Front end Screen.
2. Dashboard not getting displayed.

EXPECTED BEHAVIOR
-----------------------
After applying HOTFIX1 Innovation Patchset 14.5.0.0.0, For OBVAM and OBLM 14.5 -
1. Users should be created from Front end Screen.
2. Dashboard should be visible.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Users created using Day 0 script.
2. Create new User from Front end.
3. Validate the Dashboard.
