Priority setup on Rule through Extensibility

Customer wants to achieve the below scenario and want to have extensibility support for the same.

1)From rule maintenance,  customer creates 2 rules for same party id, say Rule A and Rule B .
2)Both these rule has same maintenance except workflow is different
3)Consider Rule A has initiator : User A and Approver : User B
  Rule B has initiator : Use rA and Approver : User C.

Customer want the selection of the rule(i.e which rule should execute first) must happen based on Approver priority

Can they setup priority for rule through extensibility in approval ? Can such extensibility be provided?

The priority based rule extensibility requirement is for any financial transaction.
In current implementation the priority for rule is the shortest path but now Bank is demanding Approver rule based on priority.


Who sets up the priority and how is the priority set up?

OBDX Bank admin user who is doing Rule Management will setup priority of the rule while doing Rule Creation.
