BC Liquidation Payment when Contract CCY falls on a holiday, should should holiday override message (Doc ID 2791379.1)

On : 14.2.0.0.0 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
When liquidating a LC contract, when the value date for the contract ccy falls on a holiday, system is not validating and there is no override message thrown.

EXPECTED BEHAVIOR
-----------------------
System should throw a override message, when the value date falls on a holiday for the contract ccy.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select a Active LC contract with FIN status.
2. Click on the liquidate button.
3. Enter the liquidation amount.
3. Make sure that the liquidation date for contract ccy is a holiday.
4. Save the record and verify if the override message is shown.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot see the override message when the contract ccy is a holiday.
