Unable To Create Retail User Via User Management (Doc ID 2794848.1)

Symptoms

When attempting to Creation of Retail User through User Management,
the following error occurs.

ERROR

System cannot process the request currently. Please try later.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login OBDX Application as Admin User.
2. Go to Onboardings > User Management > Click on Create user.
3. select User Type as Retail User and enter required Party Details & user details for creation. Try to complete the transaction.
4 . Click on Confirm button
5. Error appears as "System cannot process the request currently. Please try later."

The issue has the following business impact:

1. Admin User is facing issue in create new Retail Users.
