 Incorrect validation for customer credit limit

Incorrect validation is happening on webservice for the customer credit limit for existing customer.


EXPECTED BEHAVIOR

We should be able to fund the application by using existing customer.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new application through web service.
2. Fund the same application
3. Modify the same request with out including credit limit parameters and create.

-----------------------
The issue has the following business impact:
Due to this issue, customer is facing issues in determining credit limit.
