Persistence Exception during Internal Payee Creation (Doc ID 2795953.1)

Symptoms

When attempting to Add New Internal Payee via Manage Payees tab,
the following error occurs.

ERROR
-----------------------
System cannot process the request currently. Please try later. Persistence Exception occurred.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to OBDX Application as Corporate or Retail user.
2. Go to "Manage Payees" >> "Create /Add A New Payee" >> Choose "Internal Payment" to add payee.
3. Enter all required details and proceed further.
4. Error appears.

BUSINESS IMPACT

The issue has the following business impact:

1. Customer is not able to add their Payees for Internal Transfer.
