Error "400 (Bad Request)" Is Observed When Attempting to Add a Biller and List of Values Does Not Appear (Doc ID 2797680.1)

Symptoms

When attempting to add a biller, the List Of values(LOV) does not appear,
the following error is observed in the console.

ERROR

400 (Bad Request)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the admin application
2. Onboard a biller having LOV in the service type
3. Login to the application with the business user
4. Navigate to Bill Payments--> Add Biller
