When a Biller can be deleted by Admin User? (Doc ID 2799353.1)

When attempting to Delete an existing Biller,
the following error occurs.

"Registered Biller can't be deleted."

The issue can be reproduced at will with the following steps:
1. Login to OBDX Application as Admin
2. Navigate to Dashboard >> Toggle Menu >> On-boarding >> Biller On-boarding
3. Search for required existing Biller to be edited or deleted.
4. IF Click "Edit"
5. Admin cannot modify the mandatory fields such as : Biller Type. Biller Category & Biller Currency
6. IF Click "Delete" then a pop-up message appears and if proceed with "Yes", "Registered Biller can't be deleted." appears

The issue has the following business impact:

1. Biller functionality is not as per expectation.
