Issue In Generating Process Reference Number In Registration Stages for Export LC Drawing Screen (Doc ID 2800208.1)

Symptoms

ACTUAL BEHAVIOR
----------------------
There is inconsistency in the system behavior while lodging Export LC Drawing from OBTFPM. For some contracts, Process reference numbers were generated and for few it is failing with "null" even though we are getting the proper response in OBRH responses.

EXPECTED BEHAVIOR
-----------------------
Process Reference Number should be generated for all the contracts created in OBTFPM.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch Export LC Drawing screen
2. Input the details and verify Process reference number is getting generated.
