On : 14.2.0.0.0 version, Production Support

ACTUAL BEHAVIOR
---------------
If a customer has RMA plus agreement to exclude Outgoing MT103, but currency correspondence is maintained for processing of MT202 messages , the incoming MT101/MT103 AWI as "customer BIC" is getting failed with "Payment building chain failed".

EXPECTED BEHAVIOR
-----------------------
If a customer has RMA plus agreement to exclude Outgoing MT103, even though currency correspondence is maintained for processing MT202 , the incoming MT101/103 AWI as "customer BIC" should create payment with primary correspondent account.

(Which system does when we close currency correspondence for the customer BIC).


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch OBPM.
2. Process a payment for BIC with RMA agreement to exclude MT103 in 57A field, where currency correspondence is open for the BIC.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
User has to manually book the payment through correspondent Bank
