Unable To Set "Resolved" Flag For Discrepancies In Scrutiny Stage of Import LC Drawing (Doc ID 2802031.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Unable to proceed with Bill discrepancy flow under Import LC Drawings as system throws an error in scrutiny stage. The resolved flag is blank and disabled from modification.

EXPECTED BEHAVIOR
-----------------------
Users should be able to select the Resolved flag so that they can process the Import LC Drawings.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBTFPM perform an Import LC Drawings
2. In Scrutiny stage add discrepancies list under “Discrepancy details” tab
3. The Resolved flag is blank and disabled.
