OBDx 19.2 installer / patch installer does not have encryption/decryption utility. Also "File Upload Report Configuration Guide" doc in "https://docs.oracle.com/cd/F25153_01/homepage.htm" location does not contain comprehensive steps to encrypt or decrypt.

EXPECTED BEHAVIOR

OBDx 19.2 installer / patch installer should contain encryption/decryption utility. The OTN doc should clearly mention detailed steps to encrypt and decrypt.
