During the EOD batch run, IPBEOD, ICBEOD batch is running indefinitely

EXPECTED BEHAVIOR

During the EOD batch run, IPBEOD, ICBEOD batch should complete successfully.

STEPS

The issue can be reproduced at will with the following steps:
1. Run EOD batch
2. Run IPBEOD, ICBEOD
