Admin User Unable To Create More Than One Retail User Per Party, Even If Existing User is Deleted (Doc ID 2803185.1)

Symptoms

When Bank wants to re-issue a different User ID to a Retail User, and Bank has already revoked the channel access of existing user / deleted the existing user
the following error occurs.

ERROR
-----------------------
Cannot Create more users for specified Party.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as Admin User
2. Revoke a Retail User and try to again create a new User
3. We are getting error message as "Cannot Create more users for specified Party." but as per the requirement now the admin user should be able to
create a new user as earlier user is marked as Revoked.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create more than one Retail User per Party ID.
