ELCM | Error GEDFACLT109- setup of sub-limit

The Case structure is as follows:
FL1(LC facility) is the main limit, under which Facility No. FL2 (WCDL) is created as sub-limit.
Now further we have already created Facility No. FL3(EPC) and FL4(EBD) as sub-limit of FL2.
Today when we are trying to tag Facility No. FL2 as main limit to the newly created Facility No. FL5 (Cash Credit), we are getting below error..

Error code:
Active Utilization exists for this Main_line code GEDFACLT109
Failed to Modify the Record ST-SAVE-008

Simulation steps:
1. Create a main facility with limit amount 20B(COMF)-- FL1
2. Book LC, BC contracts
3. create a sub facility for main and marked as COMF -- FL2
4. create 2 sub facility for 2nd main facility-- FL3, FL4
5. create one more facility COSF, but not include under 2nd main facility until booking the loan under Main --FL5
6. later try to link this facility FL5 under FL2
