Issue: Amendment number is not showing correctly during next amendment post Close/Reopen LC

Description:
User has raised one issue that the amendment number F26E in outgoing MT707 is not showing correctly if amendment is done on a reopened LC contract.
User closed the LC and reopened it as per business requirement. Later user is trying to do amendment with extending the expiry date on the contract,
but the number of amendment is showing incorrect with increasing 1 in 26E field of MT707.

Steps:
1. Book one Import LC (Save and Authorize)
2. Do an amendment on the contract (Say change something in Goods Details) (Save and Authorize)
3. Close the LC (Save and Authorize)
4. Reopen the LC (Save and Authorize)
5. Try to do an amendment on the contract with increasing the expiry date.
- The 26E field in outgoing MT707 will show as 3 , but it should be 2.
