When attempting to devolve the letter of credit contract
the following error occurs.
ERROR

LD-C0402 - Duplicate external reference number exists.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select a letter of credit contract to be devolved.
2. Ensure duplicate external reference number exists.
3. Try to devolve the contract

The issue has the following business impact:
Due to this issue, users cannot devolve the letter of credit contract.
