ACTUAL BEHAVIOR

Producer LOV drop down in Pricing Screen not working as expected.
EXPECTED BEHAVIOR
-----------------------
Producer LOV should display even we select ALL in company, Branch , Producer group and producer type.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Pricing screen.
2. Select Company and branch as ALL and then try to select the producer from producer LOV.
3. Select Pro group and Pro type as ALL and then try to select producer.
