ACTUAL BEHAVIOR

During closure of bill collateral amount gets reversed.
EXPECTED BEHAVIOR
-----------------------
During closure of bill collateral amount must not be reversed.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Bill is in INIT stage.
2. There will not be any accounting entries in BILL INIT stage.
3. Now close the BILL. During closure Collateral amount getting reversed.

The issue has the following business impact:
Due to this issue, there is impact in bill payment functionality.
