User is unable to close agreement manually.

User should be able to close .

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Launch the screen PCDDRAGT
2.Query the record.
3.Try to close the record.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
User will not be able to close the document
