Internet banking - user cannot make transfer because of permissions

User gets message displayed "You do not have necessary permissions for performing this transaction. Contact your relationship Manager or Branch

STEPS

The issue can be reproduced at will with the following steps:
1. Login into FCDB
2. Navigate to required fund transfer
3. Perform a transaction.
