Non Auto Auth User unable to authorize CNAPS outbound transaction ; FCPMTS 14.3.0.7.0 version.
Non Auto Auth User unable to authorize CNAPS outbound transaction .

Simulation steps:
1> Use non auto auth user to book CNAPS outbound transaction (PHDOTONL)
2> Use non auto auth user to authorize CNAPS outbound transaction (PHDOTONL)


EXPECTED BEHAVIOR
