When attempting to extend the facility line
the following error occurs.

ERROR

EL-FACL-10 - Cannot reduce limit amount below utilized amount


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select a facility line to be extended.
2. Ensure mismatch in the contract utilization in facility utilization table.
3. Try to extend the facility line.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot extend the facility line and book contracts against it.
