Symptoms

On : 14.0.0.0.0 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
While trying to use FCUBSSMService> User Authorization Service, we receive success response (if AUTHORIZE is used as Action / AUTHORIZE), however user remain un-auth only.
If we use AUTH action (AUTH) in request , we receive Unhandled exception and user remain un-authorized for this case as well.
 

EXPECTED BEHAVIOR
-----------------------
AUTHORIZE action should authorize the user record.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a user maintenance record via WS gateway.
2. Authorize user maintenance via WS.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, user maintenance records created via WS cannot be authorized.
