MT202 COV is suppressed by STP process without matching MT103 (Doc ID 2808881.1)

On : 12.0.2 version, Production Support

ACTUAL BEHAVIOR
---------------
Incoming MT202 Cover messages is marked as 'Suppressed' and 'Processed' by
STP process even though a corresponding MT103 is present.

Simulation
===========
1) Upload a MT103 message such that it is marked by STP process in Repair
(can be for any reason)
2) Upload a Corresponding MT202 Cover message. STP process does not find a
corresponding MT103 (it exists but in 'Repair' (R) Status) and marks the
Cover message as 'Processed' and 'Suppressed'.
3) User Modifies the MT103 and resolves any problem with it and process it via STP
4) MT103 is marked as "Pending for Cover Match"
5) Since corresponding MT202 COV is already 'Processed' and 'Suppressed', MT103 is not processed further

Note: Similar situation applies if MT202 COV message is received before MT103



EXPECTED BEHAVIOR
-----------------------
Incoming MT103 Requiring Cover (MT202 Cover) should get processed successfully in both scenarios

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Cover Message (MT202 Cover) is getting suppressed but corresponding MT103 is not getting processed.
