Proper Error Message is Not Shown If Payment Fails in Core Due to Insufficient Balance (Doc ID 2809898.1)

When attempting to do a payment in case of insufficient balance in the source account,
the following error occurs, but the same does not get displayed on the confirm screen -

    <EDESC>CA-ECA05-Failed in account balance validation
     for account XXXXXXXX8301 branch 000</EDESC>

The issue can be reproduced at will with the following steps:
1. Login into OBDX Application as a Retail User
2. Do any Payment transaction where the amount of payment is greater than the balance available.
3. Error is thrown from OBPM. However the same does not get displayed on the confirmation screen.

The issue has the following business impact:
Due to this issue, users cannot see the exact error message.
