When attempting to delete the bill contract entry
the following error occurs.

BC-CUS282 - Please check the FBK charges doc and enter the reason for high FBK charges
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select a bill contract transaction to be deleted.
2. Ensure mismatch in the foreign bank charges updated data.
3. Try to delete the bill contract transaction
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot delete the bill contract transaction and close the branch.
