ACTUAL BEHAVIOR

Receive date and receive time field are always showing as blank for Fedwire Incoming SVC message.


EXPECTED BEHAVIOR
-----------------------
Receive date and receive time field should not be blank for Fedwire Incoming SVC message.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process Fedwire Incoming SVC message
2. query message from PWSISMVW screen
