The T2T - MKT_RISK_GEN_RISK_CHARGE_EQUITY which will populate the General risk charge in FCT_MARKET_RISK_EQ_CAPITAL is depending on N_POST_OFFSET_EXP_AMT and thus the general risk charge is reported as null in the FCT_MARKET_RISK_EQ_CAPITAL which leads to general risk charge in the FCT_MARKET_RISK_SUMMARY = 0
